During the Age of Dragons, each Great Clan was represented by one High Elder Dragon. Together, they formed the highest council of dragonkind.

Each clan contained multiple Elder Dragons, but only one High Elder served as the clan's representative. High Elders safeguarded their clan's Resonance Force, protected a primary Resonance Key fragment, and represented their people in the Council of Twelve.
The Last Council
Before the Departure, the Twelve High Elders gathered for the legendary Last Council. They debated the future of dragonkind, discussed humanity's betrayal, approved construction of the hatchery network, determined the fate of the Resonance Key, established the Promise, and authorized the Departure.
